i cant activate the report

Hi all
I set up a enviroment of report services:
windows 2000+mssql 2000+vs.net 2003+report service.
after finished installing the report ,it told me cant activate
automatically,
i should activate the report service by hand,
so i fount the command in help file: rsacivate command
so
C:\Program Files\Microsoft SQL Server\MSSQL\Reporting
Services\ReportServer>reac
tivate -c "C:\Program Files\Microsoft SQL Server\MSSQL\Reporting
Services\Report
Server\rsreportserver.config" -t
and it shows:

System.Exception: Unexpected database error (-2147159548)

I have the same problem too and i noticed other users with this problem,
nobody has found a solution til now...
I'd appreciate help from microsoft staff on this topic.
I'm on Windows 2000
MDAC 2.8 SP1
SQL Server 2000 SP4, with all the Service Packs for Reporting Services
installed.
