I can't add a database server

Hi, how the subject say. I have problems for register
databases server. When i try to do it, the enterprise
manager send the next message:
A connection could not be established to "SERVER"
Reason: Specified driver could not be loaded due to
system error 126 (SQL Server)
Please, help me.

network library can be found in the path.
Try creating a sample ODBC DSN and connecting to the same server.
